log_clean_toys = Yes switch on cleaning toy confirmation function

When a member is selected in loans (version 2 only), if they have toys on loan AND they haven't answered the “clean toys question” a message will popup (see below)

Select Yes or No

mibase will add an entry to the log file that records

created: - date/timestamp

status: Yes or No to the Cleaning toy question

borid : member number

If No is selected, a member event is created see below.
